Samuel also appointed two other Jews at the head of the Immigration and Passports Department and the Department of Trade contracts.
Zionist Herbert Samuel in the completion of post-World War I and the collapse of the Ottoman Caliphate, gave the Jews numerous commercial facilities and economic opportunities while obstructing many of Muslims' economical facilities.
In his time, the transfer of land from Arabs to Jews began. Most state-owned lands, such as land "Kbarh", "Tlyt" and "Qysaryh Telal" were given to the Jews.
